Overall this looks good.

The changes to Server.java and RPC.java should be back-compatible.  Instead of altering the signatures of existing public methods, please add new methods with the new signatures, then change the old methods to call the new methods with a default value for the new parameter.  The old methods can then be deprecated.  We try to avoid incompatible changes to public APIs.

Also, the new config file parameters should be added to hadoop-default.xml.
