How to append MIME part in Soap response

Hi,
I am designing a soap service that act as an image storage.

I finished the design about upload using MIME by reference of 
the example of Apache soap2.1.
Now I want to realize the download API where I need to get
image data in binary format instead of some Encoding format. 
But I don't know if I can put it in a MIME part in response.

Can anyone tell me how to do that? Thanks a lot.
