[Issue 118322] Language selection goes haywire when change keyboard layout

Configuration: 
Lenovo T440s 
Windows 10 x64
12 Gb RAM
Open Office Version: 4.1.2

As a follow up test I was able to reproduce this bug in the current latest
version of Open Office, 4.1.2.
I used AndyGS’ steps to reproduce.

1 - Change input language on Windows taskbar to English (United States)
2 - Open Writer
3 - Open Options -> Language Settings, and change the default language for
documents to "English (USA)"
note: NOT "Deafult - English (USA)"
4 - Change input language on Windows taskbar to English (United Kingdom)
5 - Type a word that is different in both languages e.g. "color / colour"
6 - Note the USA variant gets the red highlight for incorrect spelling
7 - Confirm spellcheck still set to USA in Tools -> Language menu
8 - Press f7, notice how language settings differ


It seems to be related to the way Oo deals with Default languages, since the
bug is not reproducible unless the Default English USA language is selected
from the dropdown menu.

It would be interesting to get rid of this bug because it’s not only annoying
to users, but it’s specially disrupting for linguistic professionals and
companies using Oo for localization projects, since they rely on this
spellcheck feature regularly to spot localization mistakes.

I also tried reproducing the bug following the same steps to reproduce but
using a different configuration:
Macbook Pro, OS Mojave on the latest Oo version available for download (4.1.6)
but I was not able to reproduce it in this environment.
