Integrating the lightweight wagon

Hey Michal,

Now that we have the lightweight wagon do you think you could integrate
it into the standard build?

We can definitely allow for the download of the httpclient-based wagon
but I would like to make preparations for the first alpha and I would
like to strip the core distribution to as small a size as possible.

I've got to do some work with the plugin dep downloading and once that
is done the core should be well under 1mb.
