Flink 1.14 Bi-weekly 2021-08-03

Hi all,

Here's the latest update from the bi-weekly.

Short summary:
- Feature freeze remains August 16th.
- Please start creating tickets for release testing tasks.

Get all the updates on the release page. [1]

*Feature Freeze*
The feature freeze date remains August 16th, which is good for most
efforts. Features not finished by this date will be considered moving to
the next release.

*On-going efforts*
- Planned: 35, Done: 11, Will make it: 16, In danger: 5, Won't make it: 4
- In-danger efforts are:
  * FLIP-147 Checkpoints after tasks finishes
  * FLIP-158 Generalized incremental checkpoints
  * FLIP-183 Dynamic buffer size adjustment
  * FLINK-14482 Bump up RocksDB version
  * FLIP-33 Standardize connector metrics

*Build statbility*
Build stability is in general improving, in terms of less frequency of
failures. New emerging instabilities are being taken care of.

*Cross-team feature tests*
In the upcoming release testing period, we will do cross-team feature
tests, like what we did for the last couple of releases. In preparation for
that, please open tickets for features you worked on that need to be
tested. Tickets should be opened with Blocker Priority, 1.14.0 Fix-Version
and labeled with "release-testing".

*Highlight features*
Stephan and Joe will discuss offline to come up with a skeleton of
highlight features. Meantime, any ideas are welcomed. Please add them to
the Highlight Features section of the release page. [1]

What you can do to make 1.14 a good release:
- Keep the state of on-going efforts updated on the release page [1]
- Start creating tickets for feature testing tasks
- Think of the things that go beyond the implementation: documentation and
release/feature evangelism
