Specifying System Parameters in All Phases

Hello,

Currently I'm using surefire to configure Java system properties in my 
pom and this is working well. But it doesn't seem to configure it for 
all maven cycles/phases.

Is there a way to tell surefire to define system properties for all 
phases? Or is there a more appropriate way to approach this problem.
