The goal "format-xml" is automatically executed during incremental builds in the phase "process-sources" which potentially modifies source files. Modifying source files in turn will again trigger the incremental build. Although the format-xml should actually not touch the file in case there is no reformat necessary but this doesn't seem to work reliably.
