   Due to API GW lack of `parameters` support under the path object,  In a discussion with @jessealva yesterday, we agreed to
   1. do not add code to restrict where the `parameters` json block can go
   2. remove any test that leverages a path level `parameters` swagger file
   3. open issue against api gw for path level `parameters` support.  tag the issue with the OpenWhisk tag.  https://github.ibm.com/apimesh/squad-api-fusion/issues
