SLING-3774 describes a case where a cq:ClientLibraryFolder did not accept a sling:Folder as a child - hence preventing a node type change to the latter. 

This needs to be reviewed, as to why ntManager.isAllowedPrimaryChildNodeType("cq:ClientLibraryFolder", "sling:Folder") would return false..
