throttling connections

Has anybody had good results using ATS connection throttling mechanisms?
Seems like some of our proxies keep accepting new connections when they're
already getting overloaded. Causing transactions and thus connections to
last longer, and increasing the overload. This may lead to exhaustion of
available file descriptors.
