apache tar releases don't contain piggybank as a jar

Is there a reason that piggybank isn't compiled and put into the apache tar
releases as a jar?

The big reason is we'd like to split off piggybank into a separate source control system (like github) rather than keeping it in Pig proper.  Given this, it doesn't make sense to be releasing piggybank with Pig.
