ServerPropertiesTest showed the below output when running. The ping retries and the test passes.
I am not sure if in fact a Connection reset is a valid response if the server is not fully up and the test is just being too verbose or if it is real problem that we get this Error.

I think this is actually a NetworkServer bug pingWithNoOpen should catch the IO exception and wrap it and then it would pass vetPing. I am not sure the best way to test.
There are a couple of prints to System.out on errors in pingForServerUp. I think maybe these should be removed and just throw the error so test runs that only check for failures and not stack traces in the run output will catch unexpected failures.
I tend to think that should be a separate checkin once tests settle down, so we don't introduce more volatility. I will file a separate issue for that.

The reason the stack trace prints is that in NetworkServerTestSetup.pingForServerUp() we have this code:

Where vetPing does:

I think perhaps the network server code needs to be wrapping java.net.SocketException and is not for some reason.
