problems assigning permissions to jar's within WEB-INF/lib

Hi,

running tomcat 4.0.3 with security manager there is no effect assigning
permissions to jar's within WEB-INF/lib.
What is the purpose of this feature? Is there any workaround?

I know i can put concerning jar's into common/lib folder. But, i am
trying to get Velocity 1.2 running under tomcat with security manager
 and that requires to put the velocity-jar into WEB-INF/lib in order to be
able to
load velocity.propeties etc.
