[PR] upgrade to gcc 12 in docker [nuttx]

trns1997 opened a new pull request, #11333:

   ## Summary
   For the llvm upgrade we require a minimum gcc version of 12. Therefore, setting gcc 12 as default gcc version in the image docker for future CIs to pass.
