[PR] [GH-1734] Link Python API landing page to generated reference [sedona]

   ## Is this PR related to a ticket?
   
   Closes #1734.
   
   ## What changes were proposed in this PR?
   
   The Python API landing page still says documentation will be available soon, although the generated reference is already published. Replace the placeholder with version-relative links to the Python and SQL function references, an `ST_Length` example, and links to the setup and DataFrame guides. Add the Chinese translation and preserve the existing landing-page URL.
   
   ## How was this patch tested?
   
   - Full MkDocs build using the production configuration and existing generated Sphinx HTML passed. Existing unrelated documentation warnings remain; neither changed page produced a warning.
   - Verified all 10 rendered content links and the `ST_Length` anchors across the English and Chinese pages.
   - Pre-commit checks for both files and `git diff --check` passed.
   
   ## Did this PR include necessary documentation updates?
   
   Yes, this is a documentation update.
