Sandbox access for all Apache committers

Just wanted to let everyone know that we have opened access to
servicemix/sandbox to all Apache committers.  Hopefully this will make it
easier for committers from other projects to collaborate with us on
components and other integrations with complimentary Apache projects.

Commits to the Sandbox will be scanned and included in the Fisheye and
Subversion Commits tabs of our Jira if you mention a valid Jira issue ID in
the comments of your commits.  So if you are proposing a patch for an
existing issue or proposing a new feature or integration, you can either
comment with an existing Jira issue ID or create a new one and we will be
able to see the history and changes quite easily.

So any Apache committers can feel free to create a directory under
servicemix/sandbox with either your userid or other relevant name and branch
at will.
