The {{OMLockMetrics}} values store a combined read/write lock held/waiting time stat for all the {{OzoneLockManager.Resources}}.

For example, we cannot distinguish the samples corresponding to the _BUCKET_LOCK_ or the _KEY_PATH_LOCK_ and we also cannot identify whether the _BUCKET_LOCK_ or the _KEY_PATH_LOCK_ is consuming longer time than the other.

This task is to introduce {{OzoneLockManager.Resource}} specific {{OMLockMetrics}} to get a more granular view regarding the exact resource (_BUCKET_LOCK_, _KEY_PATH_LOCK_ etc) consumption samples.
