Dealing with non ISO-10646 characters

Is there any way I can tell an Xerces DOMParser to ignore the XML 1.0
spec (slightly) and accept documents that contain characters outside of
ISO 10646?

This might sound a bit stupid, but I'm trying to implement a standard
that requires this.
