During the implementation of IMPALA-8831 it turned out that the implementation of RENAME is more problematic than other ALTER TABLE commands', because if there are stats, then HMS needs more transactional information to migrate them.

Solving HIVE-21806 would be also nice to make RENAME fully functional.
