Operator extra link function does not work without enabling `RBAC=True` in `airflow.cfg`

 

It'll be very nice if this useful feature can also function without enabling `RBAC`. And if there was a reason for this blocker, stating it in the documentations here: [https://airflow.apache.org/docs/stable/howto/define_extra_link.html] would be a good idea.
