There was an  upgrade to protobuf 3.0.0 in commit https://github.com/apache/incubator-beam/commit/f93ca9ce803a8847a7178ff0d7c5e1631bed8f2d for Apache Beam.

Upgrading to 3.1.0 would require either shading protobuf everywhere or making sure that all our dependencies use protobuf 3.1.0
