Apache releases prohibit shipping any binaries. Since the README is also shipped with releases, it provides details for downloading Gradle wrapper which would have been deleted as a part of the release process. Looks like the same was removed with https://github.com/apache/fineract/commit/92bdd539e500e6148d04577dc4aef2596195a203#diff-04c6e90faac2675aa89e2176d2eec7d8
