   #### What this PR does / why we need it:
   
   Chart releasing is failing due to out of date dependencies. This PR:
   
   - Updates chart releaser, chart testing and kind action submodules to the current version.
   - Updates external GH actions to the current versions.
   - Updates the PR template to remove references to updating the chart binaries/index.
   - Updates the README to reference the GH actions on merge.
   
   #### Which issue this PR fixes
   
   n/a - fixes the chart release failing on main.
