       Thanks @kou. @jorgecarleitao I hadn't taken a close enough look, I apologise for not squinting enough.
   
   Is it something that we still want then, so that we can ask INFRA? I'd just open the same as what Wes had opened.

Review comment:
       This is more if still referring to JIRA to reference to say another language's implementation, or old ticket. Even though we'll use GH, there will still be cases where we refer to the format and other implementations.
   
   It's okay if we remove it though.

       I thought that the idea is that we would just use github issues; people just need to write `Closes #xx` where `#xx` is the corresponding github issue.

Review comment:
       Looking at this code, imo this only checks if the title of the PR starts with `ARROW-X` and adds a link to the issue. I think that this pattern will no longer be enforced on our repo, no?

       Autolink by `ARROW-XXX` in issue/PR comment and commit message on apache/arrow is implemented by a GitHub feature not this job.
