Can everyone please ensure you have your svn client configured to set properties

Currently a lot of the files in svn have incorrect properties set. 

I will be fixing this, but to prevent this happening in the future, 
please set up your svn client to automatically set properties on new 
files.  See the following (I took from the Apache Commons wiki) for details:
