Can't access directories which have special chars in their name

Hello,

using WinNT SP 5
Tomcat3.0 & Tomcat3.1M1

When i try to access an subdir which names contains special chars like ä (ae
in case of malfunction special chars in EMails too :-( ; Tomcat refuses to
browse to this subdir.
I've done a quick test with apache1.3.9 (used it with JServ before without
trouble) and apache is capable of browsing through such directories. 
When i'm browsing to directory http://localhost/Test/Täst for example, my IE
change the URL to:
http://localhost/Test/T%e4st/ and the content of this subdir is shown (using
apache). 

Any suggestions (yes, I could omit? these chars, but this isn't the best
solution).
