Maintaining Revision Numbers
Am I reading the svn-book manual correctly that svnadmin dump maintains
revision numbers when dumping data to be loaded into a new repository?

Assuming you don't do anything to the dumpfile to exclude items from
the repository, yes. When you run svnadmin load it's essentially
replaying every action that happened in the original repository, in
order.
