Please do not place faces-config.xml in meta-inf

Please do not place faces-config.xml in meta-inf.  Provide consumers with the fact that they need to modify (in what ever whay thier implementation provides for) the FacesContextFactory and ViewHandler attributes to incorperate the portlet classes.  

To include this file creates a "auto-magical" overwriting of the basic implementations information.  This is making the assumption (the bad assumption) that no other class is interested in the basic implementaiton before it is usurped.

These are libraries. One might observe low level libraries.  It seems a poor design decision to include application configuration at such a low level.
