load-on-startup causes application to be deployed twice in tomcat 5.5.9

hi;
i have send a couple of emails regarding this but now i am more focused on the problem.
my application was deployed twice instead of once on tomcat startup.
i saw that the trouble seem to come from the load-on-startup tag in the web.xml (when its absent the problem is gone)
is this a known issue??
