[RUST][DataFusion] Proposal to make Catalog / Providers async

Hello DataFusion community,

I wanted to draw your attention to a proposal to make various catalog
methods async to support remote catalog accesses such as iceberg. Since
such a change would be significant to downstream crates, please provide
your feedback on the ticket.
