This template http://incubator.apache.org/ip-clearance/ip-clearance-template.html indicates that only Apache members and officers may execute IP clearance processing.  With that being that case.  What can I do to get this ball rolling?  Would it be appropriate for me to fill out the template and attach it to this issue so that an Apache Member can actually submit it to the incubator?
