Generating and keeping track of fragment bundles is not all that great
and if there is a way to make things work without fragment bundles I
think we should use it. Right now Equinox provides some extensions
that we can use to avoid fragment bundles. I hope Felix will provide
similar extensions or there will be some standard way of updating the
bundle imports in the future.
