we're in R-T-C. that means we need to do this via a patch. please vote ASAP...
this is a patch to unzero the scores for all rules so that pre4 can be
released, and we can redo the mass-checks (this time with all rules
being run).

meant to comment about that. all those rules use if (local_tests_only) or if
(bayes_available) in their code, so it's safe (otherwise people doing "score
BAYES_99 7.0" in their user_prefs would see issues, too).

Should the tflags bayes and tflags net ones still have some zeroes
or does the masses code handle that?
