Not sure how this got lost, but according to our old documentation, this boolean

When enabled (1), Traffic Server bypasses the parent proxy for a request that is not cacheable.

more important might be the question of how this relates to OP's issue re:

This single setting was what our issue was where our trafficserver instance was not properly referring https requests to the outbound proxy server.
