## What changes were proposed in this pull request?
`testRocksDBCreateUsesCachedOptions` is [failing](https://github.com/elek/ozone-ci-q4/blob/master/pr/pr-hdds-2283-cnrrq/unit/hadoop-hdds/container-service/org.apache.hadoop.ozone.container.keyvalue.TestKeyValueContainer.txt) because each test method in `TestKeyValueContainer` introduces a new entry in `MetadataStoreBuilder.CACHED_OPTS`, since `Configuration` does not implement `equals`. Thus `testRocksDBCreateUsesCachedOptions` passes by itself, but fails when the whole test class is run.
