Preserve demand created global properties

TUSCANY-917 addressed the issue of demand creating global properties when needed for an xmlHelper.load operation,  but the property is ephemeral and is therefore not available for use after the load operation. This JIRA is opened to alter behaviour such that the demand created property is available in the applications metadata after the load operation.

Note, related to this issue is that http://www.xcalia.com/support/browse/SDO-263 recently established the principle that ...
