The mycila license plugin is doing the same checks as rat plugin on headers.

Is it doing something else as well (e.g. check dependencies)? 

If not, I propose to remove the mycila plugin in favour of the apache rat plugin (which we get through the parent anyway), as the mycila plugin  seems very picky about the headers (e.g. the package-info.java files were not accepted, if you reformat an XML file it is not accepted).
