{{logback-tools.xml}} is configured incorrectly in that it doesn't send output to {{System.err}} as it appears to want to do.

should be
{noformat}
  <appender name="STDERR" class="ch.qos.logback.core.ConsoleAppender">
    <target>System.err</target>
{noformat}
As a result output goes to {{System.out}}
