It seems even with the default configuration:

CONFIG proxy.config.log.max_space_mb_for_orphan_logs INT 25

ATS can create much larger orphaned logs, e.g.

$ du -h log/trafficserver/ogre.log_syslog.ogre.com-6789.orphan
442M log/trafficserver/ogre.log_syslog.ogre.com-6789.orphan
