   CentOS is no longer supported and the provided vault URL for yum
   installs is super slow. So slow that the docker build times out after 30
   seconds of waiting for yum commands to complete. rockylinux is supported
   and it seems to work well. This transitions us to that.
   
   While we're at it, this also updates openssl to version 1.1.1m and also
   adds the abi check tools to our rocky:8 image.
   
   This also makes it so that catch test failures will error out from CI.
