Python 3.8 is past end of life since October: https://devguide.python.org/versions/
**Describe the solution you'd like**
We can now upgrade our minimum version in both the pyproject and pyo3 code.
Also worth *considering* is that I think this might allow us enable the pypy interpreter in pyo3, but that's mostly just from memory when I was looking at it before. It's worth investigating.

Here is my Idea to undate python min version to 3.9
1. firstly Update the pyproject.toml file to set the minimum Python version to 3.9.
2. Modify the PyO3 configuration to reflect the new minimum version.
3. Test the project with Python 3.9 and ensure all functionality works as expected.
4. Investigate PyPy support:
Check PyO3 documentation and compatibility with PyPy.
Run tests with PyPy to identify any potential issues or limitations.
5. Update documentation to reflect the new minimum Python version and any additional support for PyPy.
By upgrading to Python 3.9 and exploring PyPy support, the project can stay current with the Python ecosystem and potentially offer users improved performance and flexibility.
