[VOTE] Release Digester 1.4.1

digester 1.4.1 is a bug fix release.

i've created release candidate distributions which can be found at:

http://cvs.apache.org/~rdonkin/commons-digester/RC1/

i've CC'd the PMC but i'd like to ask that commons-dev be used as the 
primary list for this vote. any PMC members who wish to vote please do so 
on that list.
