I'm not even sure what you're asking for here, but first of all, the purpose of the print mode (+solo state) is *not* to provide any portlet decorator window/actions.
So, not having any mode/state icon then is actually part of its feature.
Furthermore (as of the current 2.1.3-dev trunk at least), refreshing the browser keeps the current print+solo mode/state, so I don't see any "bug" here.

Closing as invalid.
