Incubator releases

When making releases from the Incubator, where is the recommended
place to put the distributions?

Putting it in people.apache.org/~foo/ is pretty weak, but I'm
wondering if the lack of an incubator directory on the mirrors means
that going to the mirrors is not permitted?

Since it had been cvs.apache.org/dist/incubator/${project}, I suppose that
it would be people.apache.org/dist/incubator/${project}.

To date, we have been keeping them off the mirrors, and not heavily
promoting them, either. If the mirroring folks want that to change, we can
discuss it.
