Connection Refused in asterix-installer tests

Hi,
I have been getting sporadic failures with connection refused exception
when running asterix-installer tests.

Is anyone else seeing something similar? I have spent a lot of time trying
to figure out why this is happening and still didn't get to the bottom of
the problem. If any of you is seeing something similar or have an idea on
why this is happening, you could save me a lot of time.

This used to be pretty common on Jenkins before the tests were
containerized. Typically, the issue was some previous test had failed,
and the NC had become hung and didn't exit. Therefore the first thing
I would check is whether or not any CC or NC processes are lingering.
