BDB 4.3 problem with SVN 1.2.3; dump and load?

So I found http://subversion.tigris.org/faq.html#bdb43-upgrade which
describes how to fix the problem that I've been getting since upgrading
to Subversion 1.2.3 with BDB 4.3 on my Debian Testing machine.

Unfortunately, I can't revert to an older version on this same machine;
when I try to, apt says it has installed v1.1.4, but svn --version says
it is still 1.2.3. I even ran apt-get clean to purge out the packages
and redownloaded them. Something is weird, and I will double-check that
the Stable packages are what they say they are.

I have a second machine running Debian Stable which now has 1.1.4 and
BDB 4.2 (which is doubly weird because it installed from the same
package repository. The question is, how do I move the backup to the
older machine to do the dump, then move it back to the new machine?
Apparently I am supposed to use hotcopy to move from one machine to
another, but I wonder if it will cause a problem since my repository is
not compatible with the BDB version on my Testing machine.

I obviously don't want to lose the repository, but I am not too familiar
with svn administration. I just setup a repository and assumed that it
wouldn't be a problem from one version of svn to another. Reading
through the posts on this list, I see that FSFS would be ideal at
helping to prevent such problems in the future. In the meantime, of
course, I would like to be able to do a dump without worrying that my
repository would get corrupted.

Any ideas? Thanks in advance.

It says that? I probably would've just copied the hooks over. I guess
the concern is that the parameters sent to the hook might change
between Subversion releases. You could look at the provided hook
templates and see if the parameters they describe match those your
hooks use. If so, you should be good to go.

Solved this issue: apparently libsvn0 was still installed. For some
reason, subversion depends on libsvn0, but the older subversion can use
the newer lib. When it does, it effectively IS 1.2.3. Once I
uninstalled the lib, I was able to install the older lib and I was able
to get an older version of svn on my system.

From there, it was straightforward to move the repository, create a new
one with FSFS, dump from old and load from new. I think I'm good to go,
except I don't quite get when I would copy hooks over. The FAQ says I
should not copy them blindly, but it doesn't tell me why I would not
copy one versus another.
