[I] Plain ACL upsert silently drops malformed permission entries [rocketmq-dashboard]
btlqql opened a new issue, #2559:

## Problem
Plain ACL account upserts replace the stored per-resource rules, but malformed `topicPerms` or `groupPerms` entries are silently skipped after the account mutation begins. A typo such as `orders-PUB` can therefore produce a successful response while dropping the previous permission rule.
## Proposed fix
Validate every permission entry uses a non-blank `resource=permission` structure before any mapper read or write, return a clear 400 error with the failing field/index, and add repository regression coverage proving malformed input causes no database interaction.
