adds a nodetool command to expire entire sstables if ttl has expired (and maxtimestamp is less than mintimestamp of all other sstables)
applies on top of the v3 track max local deletiontime patch.
unsure if doing this as a nodetool command is the right way, suggestions where to put if not as a nodetool command it are welcome
