[I] [C++][C Data Interface] ImportRecordBatchReader fails with "Invalid or unsupported format string" [arrow]

### Describe the bug, including details regarding any error messages, version, and platform.
When importing the stream into C++ as a record batch reader with ImportRecordBatchReader, it fails to import decimal32 with the error:
Failed to import record batch reader: Invalid or unsupported format string: 'd:5,2,32'

used the wrong package (https://anaconda.org/conda-forge/arrow-cpp). The official package works fine
