This has been fixed in the Nightly builds.
The validator.dtd at one time was in both
commons-validator --and--struts with only
a minor difference. This difference was
resolved, and now the dtd only exists
in the commons validator.
So get the most recient nightly build
of struts and recompile your application
against this JAR deploying all the new .xml
& .jar files with your application.
